Foreign community scrambling to stave off Haiti crisis.  Hoping to stave off a political crisis in Haiti, the country’s leaders and foreign diplomats have been working to get the country’s executive and legislative branches to resolve their differences.  Foreign diplomats, influential business leaders and top Haitian politicians have been scrambling this week to prevent a political confrontation that could lead to the ouster of Prime Minister Garry Conille just four months after he took office. All have been urging parliamentarians and advisers close to both Conille and President Michel Martelly to solve the political crisis that threatens to leave Haiti without a functioning government just as the post-quake country appears to be emerging as a nation of promise. The urgent appeals come as Haiti prepares to wrap up a successful three-day pre-Lenten carnival in the southern city of Les Cayes, and on the heels of last week’s public plea by Susan Rice, the U.S.’s top envoy to the United Nations, for leaders to stop the political infighting and put their country’s interests above their own.  Conille and Martelly have been at loggerheads over nationality issues, an investigation of $300 million in post-quake contracts and who controls government ministers. “We are hoping for political stability and that they find an agreement among themselves,” said Sauveur Pierre Etienne, newly elected leader of the Organization of People in Struggle (OPL), an opposition party with lawmakers in both chambers of parliament. “Now is not the time to try and reverse the political situation. It will unleash a political and economic catastrophe.”  Etienne, who opposes Conille’s ouster, said opposition leaders are not the ones pressuring the former United Nations official to either resign or face a no confidence vote in the Senate, possibly as early as Thursday. “The people who are in power, are the ones who are destabilizing themselves,” Etienne said. “The president says ‘Haiti is opened for business.’ And we agree. But when you create a crisis, will capitalists come and invest in the country? Their actions do not fit their words. This group in power is being irresponsible.”  The infighting comes as Haiti replaces Colombia as the top recipient of U.S. aid in Latin America, according to the U.S. State Department, and it has been the beneficiary of efforts to create jobs. The United States and other international donors are investing more than $300 million to build a new industrial park in the north that could create 60,000 new permanent jobs.  “You’re looking at a country where we’re putting in a lot of attention,” Jose Fernandez, asst. U.S. secretary of state in the bureau of economic and business affairs, said this week while visiting Miami. “I have a lot of colleagues in the State Department and USAID who spend a lot of time promoting Haiti and working on investments, electricity issues, health issues and prioritizing investments in Haiti.’’  But all of that could be at risk should the government fall and Haiti once more spend months in political deadlock without a prime minister.  Observers say a political vacuum would impact aid as donors refuse to turn over funds until a prime minister is in office. They also fear the void could lead to further instability. Already concerns are mounting over hundreds of former military officers and young men — some of them armed — who have taken over former army barracks throughout the country. Some have even posted themselves in slums once controlled by gangs loyal to former President Jean-Bertrand Aristide’s Fanmi Lavalas political party.  Miami Herald......

                         Very serious accusations of Mirlande Manigat...

 

  Mirlande Manigat has made serious accusations, this weekend on a radio of the capital, on the reasons which led the Government to choose the city of Les Cayes to hold the national carnival, on the mafioso origin of its funding and finally decried the poor quality of our National Carnival, preferring to promote the Carnival of Trinidad ! Surprising statements and accusations from a personality that so far, was respected in the country...

"...I do not like make accusations that I'm not sure Why the carnival in Les Cayes ? Because there is a large-scale money laundering, which is made in Les Cayes, the agent comes by boat, cash [...] why they [the government] makes the carnival in Les Cayes ? This is because of that ! That is not decentralization! [...] Since I was a teenager, I did not go to the Carnival, this is not something that... I was watching the floats. I lived four years in Trinidad, there, it's a 'bèl ti bagay' it is the creativity, is the beauty, this does not prevent people dance and drink, but there are ideas... I do not know the Rio Carnival but people who know both carnivals say that unfortunately there is not enough promotion for the Carnival of Trinidad.

I am not against a Carnival of this type, however, one thing that I notice is that we have decided to do it in Les Cayes, why not in the Gonaïves or in Cap Haitien why Les Cayes ? Does Les Cayes have an infrastructure to organize in such a short time the Carnival ? Above all, what is most important to me is the degree of dissatisfaction of the people of Port-au-Prince..."

Reacting strongly to the accusations, Jean Gabriel Fortuné, the Departmental Delegate of South requires that Mrs. Manigat deny her statement "...I'm surprised really that a personality like Mrs. Manigat, who is respected in the country, makes a sensational statement, but also misleading.

 

For the truth, I tell you that the Government Martelly-Conille has not yet spend any money in Les Cayes within the framework of Carnival, there are preparations that are made, we make them on credit, it is at the expense of Fortuné they are made [...] works are carried out in collaboration with the traders of the city of Les Cayes [...] so we ask to Mrs. Manigat, to deny the statement that she made [...]

If it was this kind of money, Fortuné would not be in there, because it is me who has the habit to denounce this kind of thing for 15 years in the country. So far, the Carnival Committee has not received any money and the funds we have constituted, we have constituted them from loan we made with traders, ranging from 20.000 to 200.000 gourdes, and even that money is not spent, because the committee is not yet fully structured..."

Mirlande Manigat a porté de graves accusations, cette fin de semaine, sur les ondes d’une radio de la capitale, sur les raisons qui ont conduit le Gouvernement à choisir la ville des Cayes pour la tenue du carnaval national, sur l’origine mafieuse de son financement et finalement a dénigré la piètre qualité de notre Carnaval National, préférant faire la promotion du Carnaval de Trinidad ! Des déclarations et des accusations surprenantes venant d’une personnalité qui jusqu’à présent, était respecté au pays...

«... je n'aime pas lancer des accusations dont je ne suis pas sûre... Pourquoi faire le carnaval aux Cayes ? Parce qu'il y a une vaste opération de blanchiment d'argent, qui est faite aux Cayes, l'agent vient par bateau, en cash [...] pourquoi ils [le Gouvernement] le fait aux Cayes ? C'est à cause de ça ! Ce n'est pas cela la décentralisation ! [...] depuis que j'étais adolescente, je ne suis pas allé au Carnaval, ce n'est pas une chose qui... j'allais regarder les chars. J'ai vécu quatre ans à Trinidad, là, c'est une « bèl ti bagay », c'est la créativité, c'est la beauté, cela n'empêche pas que les gens dansent et boivent, mais il y a des idées... Je ne connais pas le Carnaval de Rio mais les personnes qui connaissent les deux carnavals disent que malheureusement, il n'y a pas assez de promotion pour le Carnaval de Trinidad.

Je ne suis pas contre un Carnaval de ce type, cependant une chose que je constate c'est que nous avons décidé de le faire aux Cayes, pourquoi pas aux Gonaïves ou au Cap, pourquoi les Cayes ? Est ce que les Cayes ont une infrastructure pour organiser en si peu de temps le Carnaval ? Surtout, ce qui est le plus important pour moi, c'est le degré de mécontentement des gens de Port-au-Prince... »

 

Réagissant vivement à ces accusations, Jean Gabriel Fortuné, le Délégué départemental du Sud exige de Madame Manigat de démentir sa déclaration «... ça m'étonne vraiment qu'une personnalité comme Madame Manigat, qui est respectée dans le pays, fasse une déclaration fracassante, mais aussi mensongère.

Pour la vérité, je vous dit que le Gouvernement Martelly-Conille n'a pas encore dépenser d'argent aux Cayes dans le cadre du Carnaval, il y a des préparatifs qui sont fait, nous les faisons à crédit, c'est sur le dos de Fortuné qu'ils sont fait [...] des travaux sont réalisés avec la collaboration des commerçants de la ville des Cayes [...] donc nous demandons à Madame Manigat de démentir la déclaration qu'elle a faite [...]

Si c'était ce type d'argent, Fortuné ne serait pas là dedans, car c'est moi qui est l'habitude de dénoncer ce genre de chose depuis 15 ans dans le pays. Jusqu'à présent, le Comité du Carnaval n'a pas encore reçu d'argent et les fonds que nous avons constitué, nous les avons constitué à partir de prêts que nous avons fait auprès des commerçants, qui vont de 20,000 à 200,000 gourdes et même cet argent n'est pas encore dépensé, parce que le comité n'est pas encore complètement structuré...»
